September 7, 2016

City Council Meeting

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Mayor Hemmesch asked for a moment of silence in remembrance of Jacob Wetterling and his family.

 

Council Members noted as being present: Jim Hemmesch, Pat Evens, Tim Paczkowski, Mike Mathiasen

Council Members Absent: Katy Kirchner

 

Also present were: Tesa Tomaschett, Administrator Clerk-Treasurer; Gordon Dingmann, Public Works Director; Heidi Stahlboerger, Wakefield Township Clerk; Tammy Paczkowski, Cold Spring Record; Brad Busse, Channel 10;

 

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.

Motion made by Councilor Paczkowski to approve the Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.

 

Item # 3: Approval of the Meeting Minutes of August 3, August 3 workshop and August 18 workshop, 2016

 

Mayor Hemmesch asked for any corrections or additions to the August 3, August 3 workshop and August 18 workshop, 2016 Minutes.

August 18, 2106 Add Katy Kirchner as attending.

 

Mayor Hemmesch asked for a motion of approval.

 

Motion made by Councilor Paczkowski to approve the Meeting Minutes of August 3, August 3 workshop and August 18 workshop, 2016, with changes, seconded by Councilor Mathiasen. Motion passed unanimously.

 

Item # 4: Approval of Bills Paid

 

Mayor Hemmesch asked if there were any questions or comments.

Council asked about what vehicle had the radiator repair. Public works director explained that was the Kabota.

Mayor Hemmesch asked for a motion of approval of Bills Paid.

Motion made by Councilor Evens to Approve the Bills, seconded by Councilor Paczkowski. Motion passed.

 

Item #5: Consent Agenda

a.       Resolution 161-16 Approval of August 2016 Journal Entries

b.      Acknowledge PeopleService August 2016 Written Report

c.       Resolution 162-16 Acceptance of August 2016 Donations/Contributions

d.      Approval of Code of Conduct.

e.       Resolution 163-16 Approval of Richmond Baseball Club Liquor License

 

Motion made by Councilor Evens to Approve the Consent Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.

 

Item #6 Department Reports

a.       Public Works Gordon Dingmann, Public Works Director

Gave his summer report;

         Seal Coating is complete for this year

         Air injection patching is almost complete

         Parking lot by Glacial trail will happen in September

         The sidewalk may be later or next spring

         Fall cleaning sweeping streets, cleaning catch basins, prepping the plow trucks for the winter season

         Street Light on Main Street that was hit by a car was turned into insurance company ($7500.00).

         Street light outages Xcel is changing over to LED lights and will be in town in the next month replacing all lights.

 

Iten #7 Council Reports

a.       EDA Mathiasen reported that the EDA met on August 22, 2016. He stated that the lot on Main Street is still for sale and they would like to see it sold and a new business be built.

b.      Planning Commission Paczkowski reported that they had met on August 25, 2016. Administrator Clerk Tomaschett stated that the Wakefield Township Clerk will be meeting with their Planning Commission regarding the Hwy. 23 water sewer expansion project and Tomaschett will keep our Planning Commissioners and Council updated.

c.       Rocori Trail Paczkowski reported that they will be signing the purchase papers with the Railroad on October 21 or 27th. Next meeting is October 6th, 2016. Council asked where the trail work is being done it was reported that it will be in Rockville (on the west end of town)

 

Item #8: Request for Council Action- none

 

a.       Additional Purchase Requests, Allocations & Transfers - none

 

Item #9: Other Matters of Concern and Related Matters

         September 11, 2016 Dedication of the monument in Rockville for veterans, fallen firefighters and fallen officers. There will be buses shuttling people from downtown Rockville to the monument starting at noon.

         School has started watch for kids crossing the roads for buses

         October 18th Stearns County Municipal League meeting

         Next City Council Workshop meeting - September 15, 2016

Mayor Hemmesch asked for any additional items.
