City Council Meeting

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Mayor Hemmesch asked for a moment of silence in remembrance of Jacob Wetterling and his family.

 

Council Members noted as being present: Jim Hemmesch, Pat Evens, Tim Paczkowski, Mike Mathiasen, Katy Kirchner

 

Also present were: Tesa Tomaschett, Administrator Clerk-Treasurer; Chad Johnson, People Service; Gordon Dingmann, Public Works Director; Jim Bruner; Heidi Stalboerger, Wakefield Township Clerk;

 

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.   

                Add to E to Workshop Agenda – Cabinet in the Kitchen

 

Motion made by Councilor Paczkowski to approve the Agenda, seconded by Councilor Mathiasen.  Motion passed unanimously.

Workshop Agenda

A.     Final Assessment-Maple Ave – David Blommel, City Engineer

Blommel went over the different options for assessing the properties.  Council discussed deferred assessment for properties not connected and postponed properties that are not annexed in and/or trunk fees.   Blommel stated that Gertkens understanding is they have 5 years to hook up (vol annexation agreement) and the Council will need to determine how many years to assess and the amount.    Blommel explained that the council must determine the amounts before the final assessment hearing.  It was decided that they will continue this discussion at the October workshop and Blommel and Tomaschett will bring ALL the necessary information to make the decision.

a)      Resolution 164-16: Declaring cost to be Assessed and Ordering Preparation of Proposed Assessment

b)      Resolution 165-16 Approving Hearing on Proposed Assessment

 

B.     Royal Baseball Park Repairs – Chad Johnson, PeopleService discussed the water/sewer piping going into the Royals Park.  He reviewed the different options for band-aiding, repairing or replacing the pipes.  These pipes are currently leaking water. 

 

Motion made by Councilor Paczkowski to cap the valve, seconded by Councilor Kirchner.

Yes-Paczkowski, Kirchner; No: Evens, Hemmesch, Mathiasen.   Motion failed.

 

Motion made by Evens to put in new valve in right away of Royals Park about 150 feet from 1st Street, not to exceed $2,000.00, motion failed for lack of second.

 

It was decided to move this to the October Workshop.

 

C.     2017 Budget

a)      Resolution 166-16 Approving 2017 Preliminary Levy

Administrator Clerk Tomaschett explained that the 2017 Levy will not be raised from the 2016 Levy.   She stated that she had met with Department Heads and reviewed their projected 2017 budget.

 

Motion made by Councilor Evens to approve Resolution 166-16 Approving 2017 Preliminary Levy, seconded by Councilor Paczkowski.  Motion carried.

 

b)      Truth in Taxation Public Hearing will be December 7, 2016

 

D.     HR Update – Tomaschett reported that she received a quote from Kathleen Murphy of about $3,000 - $4,000.  Tomaschett is recommending not spending that money at this time.  She stated that she is working on a Personnel Policy, using a template from the League of MN Cities.  She should have the update Employee Handbook, updated job descriptions, and pay scale at the December meeting.

City Attorney – Tomaschett reported that Matthew Loven will no longer be the City Attorney, he is no longer working for Rinke-Noonan.  Adam Ripple will be filling in until a new attorney has been appointed to the City.

 

E.      Cabinet – Fire Kitchen – Hemmesch is requesting the City pay for half the cost of the Cabinet to be placed in the kitchen.  No drawing or quote was represented.   Tomaschett will get them a copy of the drawing.

Motion by Councilor Evens to pay half the cost up to $2,000.00 of the Cabinet, seconded by Councilor Kirchner. Mayor Hemmesch abstained.  Motion carried.

 

F.      Street Lights – Council asked if we will see a credit when Xcel changes over to LED.  Tomaschett explained

 

G.     Survey – Councilor Evens asked how the survey was coming along.  Tomaschett reported that she and Councilor Kirchner are working on the rough draft.

Item #4: Other Matters of Concern and Related Matters

A.     Next Council Meeting – October 5, 2016 at 6:30 pm.

B.     New Business- Jack’s has taken over Southside and will have their grand opening September 22, 2016

Mayor Hemmesch asked for any additional items. 

Hearing none Mayor Hemmesch declared the meeting adjourned at 7:48 p.m.
