Item #1: Call to Order/Pledge of Allegiance

Mathiasen called the meeting to order at 6:30 p.m. at

Members noted as being present: Pat Evens, Jeff Mackedanz, Mike Mathiasen, Tim
Paczkowski, Jim Hemmesch
Also
present were: Cindy Anderson, Utility Billing Clerk; Gordon Dingmann, Public
Works Director; Chad Johnson, PeopleService; Chuck Merten, Fire Department
Chief; Sheldon Lang, EDA; Jesse
Kollmann, Emergency Management Director
Item #2: Approval of Agenda
Mayor Mathiasen asked if there
were any additions or changes to the Agenda.

172-14 Temporary 1-4 day liquor license for the Richmond Fire Relief
association
Mayor
Mathiasen asked for the Approval of Agenda.
Motion made by Councilor Mackedanz
to Approve Agenda with addition, seconded by Councilor Paczkowski. Motion passed unanimously.
Mayor Mathiasen recessed the regular meeting
in order for the Council to discuss the following workshop discussion items:

Item #3: Council Action Additional Purchase Requests,
allocations & Transfers
Mayor Mathiasen
asked for a motion approving the Purchase Requests.
Motion made by Councilor Evens to
Approve for Purchase Requests, seconded by Councilor Mackedanz. Motion passed.
Item #3a: Council Action
a) Consideration of Resolution 172-14 Authorization of
Temporary 1-4 day liquor license for the Richmond Fire Relief Association on
September, 2014 at the Sts. Peter and Paul Parish Center.
Mayor Mathiasen asked for a
motion approving Resolution 172-14.
Motion made by Councilor
Mackedanz to Approve Resolution 172-14 – Authorization of Temporary 1-4 day
liquor license for the Richmond Fire Relief Association on September, 2014 at
the Sts. Peter and Paul Parish Center, seconded by Councilor Paczkowski,
Councilor Hemmesch abstained. Roll Call vote taken, Yes – Evens, Mackedanz,
Paczkowski, Mathiasen; Abstained - Hemmesch
Motion passed.
Item #4: Other Matters of Concern and Related Items-
a) Councilor Evens stated that 2015 is the City of Richmond’s 125 anniversary and that there will be a special meeting in December, hosted by the River Lake Days Committee to discuss the celebration. Evens would like the City to be involved with the celebration.
Item #5: Reminder: September 3, 2014 Council Meeting includes public hearing regarding TIF District
Mayor Mathiasen reminded Council
that Tracy with David Drown and Associates would be at the public hearing to go
over the TIF district in question.
Item #6: Adjournment
Mayor Mathiasen asked for
a motion to adjourn.

Evens made a motion to adjourn, seconded by Councilor Mackedanz. Motion passed
Mayor
Mathiasen declared the meeting adjourned at 8:27 p.m.
