City Council Meeting & Workshop

 

Item #1: Call to Order/Pledge of Allegiance

 

Mayor Mathiasen called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Pat Evens, Jeff Mackedanz, Mike Mathiasen, Tim Paczkowski

 

Also present were: Martin Bode, City Administrator; Gordon Dingmann, Public Works Director; Kevin Mooney, Parks and Arena Director; Chad Johnson, PeopleService; Chuck Merten, Fire Department Chief;   Jim Hemmesch, Mike Ricke, Tammy Paczkowski

 

Item #2: Approval of Agenda

 

Mayor Mathiasen asked if there were any additions or changes to the Agenda.  

            Label #7A Council Action

            Add  #7b: Resolution 156-14

 

            Mayor Mathiasen asked for the Approval of Agenda.

                               

Motion made by Councilor Paczkowski to Approve Agenda with change, seconded by Councilor Mackedanz.  Motion passed unanimously.

Mayor Mathiasen recessed the regular meeting in order for the Council to discuss the following workshop discussion items:

      Mayor asked if anyone has any questions for the Department heads:

      Council asked if anyone had heard of any basements flooding because of all the high-water.  No     one reported hearing any

Item #3: Consideration of Resolution 153-14 Appointment to fill Council Vacancy   

 

Mayor Mathiasen asked for a ballot vote to fill the Council Vacancy.   Administrator Bode stated the votes were tabulated and a 2:2 tie vote resulted.   Administrator Bode explained In the event of a tie, State statute allows the Mayor to appoint any qualified person willing to fill the vacancy.

Mayor Mathiasen appointed James Hemmesch to fill the vacant council seat, effect July 2, 2014.

 

Mayor Mathiasen asked for a motion approving the Mayor’s appointment.

 

Motion made by Councilor Evens to Approve Resolution 153-14 – Mayor Mathiasen's Appointment of Jim Hemmesch  to fill Council Vacancy, effective July 2, 2014,  seconded by Councilor Mackedanz.   Motion passed.

 

Workshop Agenda item #C

Item #5: Consideration of Amending Resolution 104B-14 –Annual Resolution

 

Motion made by Councilor Mackedanz to Approve Resolution 104B-14 Amending Annual Resolution Section 1 as follows:  

Acting Mayor: Tim Paczkowski

Police Personnel & Policy Advisory Committee: Pat Evens & Mike Mathiasen

Planning Commission Representative: Mike Mathiasen & Jeff Mackedanz

Tri City Cable Committee: Jim Hemmesch & Jeff Mackedanz

Stearns County Municipal League: Mike Mathiasen

Rocori Trail Construction Board: Alternate Jim Hemmesch, Tim Paczkowski and Kevin Mooney

 

Motion made by Councilor Mackedanz to Approve Resolution 104B-14 Amending Annual Resolution, seconded by Councilor Paczkowski.  Motion passed unanimously.

 

 

Item #4: Consideration of Resolution 154-14 Authorization of Use of City Resources and Personnel in Conjunction with River Lake Days

           

Motion made by Councilor Paczkowski to Approve Resolution 154-14 Authorization of Use of City Resources and Personnel in Conjunction with River Lake Days, with changes, seconded by Councilor Mackedanz, Councilor Evens abstained.  Motion passed unanimously.

 

 

Item #6: Resolution 155-14 Approving Off-Site Gambling Permit for Richmond Lions - none

 

Motion made by Councilor Evens to Approve Resolution 155-14 Approving Off-Site Gambling Permit for Richmond Lions, seconded by Councilor Mackedanz.  Motion passed unanimously.

 

 

 

 

 

 

 

Item #7A: Council Action Additional Purchase Requests, Allocations & Transfers

 

 

Item #7B.  Resolution 156-14 Providing for the Redemption and Prepayment of the Gross Revenue Recreational Facility Refunding Bonds, Series 2003.

 

Motion made by Councilor Evens to Approve Resolution 156-14 Providing for the Redemption and Prepayment of the Gross Revenue Recreational Facility Refunding Bonds, Series 2003. Motion was seconded by Mackedanz.  Motion passed unanimously.

 

Item #8: Other Matters of Concern and Related Items

 

Council stated that were told that someone had seen a motorized vehicle on the trail and the person does not want to call 911.  It was recommended they call the non-emergency at 320.685.8666 for the police department.

 

 

Item #9: Adjournment

           

Mayor Mathiasen asked for a motion to adjourn. 

Councilor Evens made a motion to adjourn, seconded by Councilor Paczkowski.  Motion passed unanimously.

Mayor Mathiasen declared the meeting adjourned at 7:54 p.m.
