City Council Workshop Meeting

 

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch, Pat Evens, Mike Mathiasen, Katy Kirchner

Council Members absent: Tim Paczkowski

 

Also present were: Cindy Anderson, Interim Administrator Clerk; Tesa Tomaschett; Steve Kascht, Fire Chief; David Blommel, City Engineer; Gordon Dingmann, Public Works Director; Greg Stang, PeopleService;

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.   

                Changes: Resolution 136-16 new date July 3, 2016, event will end at 11:00 pm

                                  Remove Workshop Item B

                                  Add Workshop Item L: Ted’s Lot

               

Motion made by Councilor Evens to approve the Agenda with additions, seconded by Councilor Kirchner.  Motion passed unanimously.

 

Item # 3: Resolution 136-16 Consideration of Temp 1 day amendment to Liquor License at Corky’s Bar on July 3rd, 2016

 

Motion made by Councilor Mathiasen to Approve Resolution 136-16 Consideration of Temp 1 day amendment to Liquor License at Corky’s Bar on July 3rd, 2016, seconded by Councilor Evens.  Motion passed unanimously.

 

Item # 4: Resolution 137-16 Approval of Tobacco License for Richmond Food Pride, Inc.

               

Motion made by Councilor Evens to Approve Resolution 137-16 Approval of Tobacco License for Richmond Food Pride, Inc., seconded by Councilor Mathiasen.  Motion passed unanimously.

 

Item #5: Resolution 138-16 Approval of Neopost Contract

 

Motion made by Councilor Evens to Approve Resolution 138-16 approval of Neopost Contract, seconded by Councilor Kirchner.  Motion passed unanimously.

 

WORKSHOP AGENDA:

 

a.       Fire Truck – Chief Kascht explained that they have the opportunity to obtain a donated truck from St. Martin, which had been given to them from the DNR.  The truck is free, and the fees will be paid for by the DNR.  He stated that the vehicle will be used mostly for Emergency Management.  Council asked that they keep track of expenses related to maintenance of that vehicle.

Motion made by Councilor Mathiasen to Approve Resolution 139-16  Acceptance of Donation of vehicle for Emergency Management and Fire Department, seconded by Councilor Kirchner.  Motion passed unanimously.

 

b.       Removed

c.        Streets- David Blommel, City Engineer reported that Maple Ave will be finished in the next 2 weeks.

Gordon Dingmann, Public works Director reported that he had requested quotes for overlay work on King Ave., 3rd Street and 4th Street.  He received the quotes from Knife River ($49,500) and Hardrives ($57,910). 

 

Motion made by Councilor Evens to Approve Knife River Quote up to $49,500 for Overlay work on King, 3rd, and 4th Streets, seconded by Councilor Mathiasen.  Motion passed unanimously.

 

 

 

d.       Southeast Side Water Sewer Connection – Council discussed

e.        PeopleService Contract – Council reviewed and discussed the submitted contract.  It was also reported that the Council had received a letter dated May 17, 2016 requesting to be allowed to submit a bid.

 

Motion made by Councilor Mathiasen to Approve a 4 year PeopleService Contract with a 1 year auto rollover clause,  seconded by Councilor Kirchner.  Roll Call: Y – Kirchner, Mathiasen, Hemmesch; N – Evens.  Motion passed.

 

 

f.        Chickens with in the City limit – Council discussed the request made by a resident.  They reviewed the information regarding other cities, rules and regulations.  They decided that they would leave the ordinance in place as it is written (not allowing chickens within the city limit).

g.        Jerry’s Firehouse Grill – add Sunday to Liquor license

 

Motion made by Councilor Evens to Approve adding Sunday to Jerry’s Firehouse Grills Liquor License application, seconded by Councilor Mathiasen.  Motion passed unanimously

 

h.       River Station Liquor License – It was reported that Jerry and Kathy Hemmesch had requested a license until Dec. 31, 2016 and that they pay half the fees.  The Council discussed this and decided that the liquor license must be paid in full, but the Council would consider refunding them if necessary.

i.         Jim Denne Property Rezone – Anderson (Utility Billing clerk) reported that she had received a written request about placing a large shed on that property.  In order for that to happen the property would have to be rezoned to Lt Industrial.  The Council decided that they are not in the habit of spot zoning, so therefore they would not wish to see the lot rezoned.

j.         MN Assoc. of Small Cities Membership

 

Motion made by Councilor Evens to Approve paying the membership dues for 2016 to the MN Association of Small Cities, seconded by Councilor Mathiasen.  Motion passed unanimously

 

k.       Discussion of Interim Administrator – Mayor Hemmesch requested that the Council leave the Interim Administrator at the current rate while the New Administrator Clerk Treasurer settles in.

 

Motion made by Councilor Evens to Approve the current pay rate for the Interim Administrator, Cindy Anderson through the month of June, seconded by Councilor Kirchner.  Motion passed unanimously.

 

l.         Ted’s Lot – Anderson reported that she had received an inquiry regarding the possibility of building storage sheds on the lot, which would require rezoning the lot.  After much discussion the Council recommended that Anderson have the applicant continue on with the process.

m.     Appointment to the Planning Commission – Katy Kirchner agreed to be on the Planning Commission.

Item #7: Other Matters of Concern and Related Matters

·         April 28, 2016 - Special Council Meeting

·         Richmond Firefighters relief Association chicken dinner and band is May 21 4-7 pm with band following.

Mayor Hemmesch asked for any additional items. 

Hearing none Mayor Hemmesch declared the meeting adjourned at 8:03 p.m.
