City Council Meeting

 

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch, Pat Evens, Tim Paczkowski, Mike Mathiasen

 

Also present were: Cindy Anderson, Interim Administrator Clerk; Chris Boucher, Police Chief; Kevin Mooney, Parks and Arena Director; Mike Ricke; Katie Kirchner; Mike Hendricks; Tammy Paczkowski, Cold Spring Record; Brad Busse, Channel 10;

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.   

                               

Motion made by Councilor Evens to approve the Agenda, seconded by Councilor Mathiasen.  Motion passed unanimously.

 

Item # 3: Approval of the Meeting Minutes of March 2 and March 17 2016

 

Mayor Hemmesch asked for any corrections or additions to the March 2 and March 17, 2016 Minutes.

Mayor Hemmesch asked for a motion of approval.

 

Motion made by Councilor Paczkowski to approve the Meeting Minutes of March 2 and March 17, 2016, seconded by Councilor Evens.  Motion passed unanimously.

 

Item # 4: Approval of Bills Paid

 

Mayor Hemmesch asked if there were any questions or comments.   

Mayor Hemmesch asked for a motion of approval of Bills Paid.

           

Motion made by Councilor Paczkowski to Approve the Bills, seconded by Councilor Mathiasen.  Motion passed unanimously.

 

Item #5: Consent Agenda

a.       Resolution 120-16 Approval of March 2016 Journal Entries

b.      Resolution 121-16 Approval of March Donations

c.       Acknowledge PeopleService March 2016 Written Report

 

Motion made by Councilor Evens to Approve the Consent Agenda, seconded by Councilor Paczkowski.  Motion passed unanimously.

 

Item #6: Vacant Council Position Interviews

Mayor Hemmesch told both interviewee’s that the Council will meet at the April 28, 2016 to make decision.

 

Item #7 Department Reports

a.       Police Department – Chief Boucher

Chief Boucher gave 2015 year-end report and first quarter 2016 report.

b.      Parks/RLCA/RTCB – Kevin Mooney gave updated parks report

Mr. Mooney requested bringing David Rausch back for his seasonal work.

Motion made by Councilor Paczkowski, to approve hiring back David Rausch at the pay rate of $9.50, seconded by Councilor Evens. Motion carried.

Mr. Mooney outlined the music in the park series for this year.  He stated he is working on additional sponsors.

 

Mayor Hemmesch asked for a motion to approve Resolution 122-16 Approval of 2016 Music in the Park line-up and sponsors.

 

Motion made by Council Paczkowski, to approve Resolution 122-16 Approval of 2016 Music in the Park line-up and sponsors, seconded by Councilor Mathiasen.

 

c.       Fire Department – Mayor Hemmesch read the fire department March report.

 

d.      Emergency Management – written report

 

Item #8 Resolution 123 – 16  Resolution Supporting Amending the criminal code for Human Trafficking

 

Mayor Hemmesch asked for a motion to approve Resolution 123-16 Resolution Supporting Amending the criminal code for Human Trafficking

 

Council Mathiasen motioned to approve Resolution 123-16 Supporting Amending the criminal code for Human Trafficking, seconded by Councilor Paczkowski, motion carried.

 

 

Item #9 Resolution 124-16 Authorizing Outdoor Concert at Jerry’s Firehouse grill held at Jerry’s Firehouse Grill on June 18th, 2016

Mayor Hemmesch asked for a motion to approve Resolution 124-16 Authorizing Outdoor Concert at Jerry’s Firehouse grill held at Jerry’s Firehouse Grill on June 18th, 2016

 

Motion made by Council Evens, to approve Resolution 124-16 Authorizing Outdoor Concert at Jerry’s Firehouse grill held at Jerry’s Firehouse Grill on June 18th, 2016 pending necessary documents, seconded by Mathiasen.  Motion carried.

 

Item #10 Resolution 125-16- Authorization of a Road Closure, Central Avenue from Main Street to Alley N, For Jerry’s Firehouse Grill on June 18, 2016

 

Mayor Hemmesch asked for a motion to approve Resolution 125-16- Authorization of a Road Closure, Central Avenue from Main Street to Alley N, For Jerry’s Firehouse Grill on June 18, 2016

 

Motion made by Council Evens, to approve Resolution 125-16- Authorization of a Road Closure, Central Avenue from Main Street to Alley N, For Jerry’s Firehouse Grill on June 18, 2016, seconded by Councilor Mathiasen.  Motion carried.

           

Item #11: Council Reports

a.       EDA – Mathiasen reported that the EDA has purchasied the lot on Main Street, waiting for copy of papers filed with the state and county.  He also went over the Blue Bike project that the BR&E is currently raising funds for bikes and the education seminar was held on March 10th.  20 people attended.  He also reported that the April meeting has been cancelled.

b.      Planning Commission – Paczkowski reported they had discussed some potential projects.

c.       RoCoRi Trail Phase- Mooney reported that the trail is moving along, awaiting some grants.

d.      Tri City Cable – Hemmesch reported that they voted to change the staff position to full time.

Item #13: Other Matters of Concern and Related Matters

·         April 28, 2016- Special Council Meeting

·         Richmond Firefighters relief Association chicken dinner and band is May 21 4-7 pm with band following.

Mayor Hemmesch asked for any additional items. 

Hearing none Mayor Hemmesch declared the meeting adjourned at 7:50 p.m.
