City Council Meeting

 

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch, Pat Evens, Josh Worm, Tim Paczkowski, Mike Mathiasen

 

Also present were: Cindy Anderson, Interim Administrator Clerk; Adam Ripple, City Attorney; Steve Kascht, Fire Chief; Chris Boucher, Police Chief; Tammy Paczkowski, Cold Spring Record; Brad Busse, Channel 10;

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.

Motion made by Councilor Paczkowski to approve the Agenda, seconded by Councilor Worm. Motion passed unanimously.

 

Item # 3: Approval of the Meeting Minutes of February 3 and February 25, 2016

 

Mayor Hemmesch asked for any corrections or additions to the February 3 and February 25, 2016 Minutes.

Mayor Hemmesch asked for a motion of approval.

 

Motion made by Councilor Evens to approve the Meeting Minutes of February 3 and February 25, 2016, seconded by Councilor Paczkowski. Motion passed unanimously.

 

Item # 4: Approval of Bills Paid

 

Mayor Hemmesch asked if there were any questions or comments.

Mayor Hemmesch asked for a motion of approval of Bills Paid.

Motion made by Councilor Worm to Approve the Bills, seconded by Councilor Evens. Motion passed unanimously.

 

Item #5: Consent Agenda

a.       Resolution 116-16 Approval of February 2016 Journal Entries

b.      Resolution 117-16 Richmond Royals Baseball 2016 Liquor License

c.       Acknowledge PeopleService January 2016 Written Report

 

Motion made by Councilor Worm to Approve the Consent Agenda, seconded by Councilor Evens. Motion passed unanimously.

 

Item #6: Consideration of Ordinance 2016-101 Annexing of Land in Wakefield Township- parcel #36.23710.0000

 

Mayor Hemmesch explained that we had held a public hearing for the resolution and have waited the 90 days; City Attorney Ripple explained that Matt Loven (City Attorney) had 2 or 3 correspondences with the township attorney, but as of today nothing had been filed with the state.

 

Motion made by Councilor Evens to Approve the Ordinance 2016-101 Annexing of Land in Wakefield Township parcel #36.23710.0000, seconded by Councilor Paczkowski. Motion passed unanimously.

 

 

 

 

Item #7: Consideration of Ordinance 2016-102 Annexing of land in Munson Township parcels #23.13519.0000; 23.13627.0000; 23.14326.0051; 23.13647.0000

 

Council asked about the property that is currently operating a business, but is zoned residential. City Attorney Ripple explained that they will be grandfathered in and they would be allowed to continue their business. He explained that this is a state law and the Council could not change this even if they wanted to.

Upcoming events: Beer and Wine festival-April 9

Scheduling Music in the Park dates and bands are well underway.

Councilor reported that the BNSF has accepted their appraisal of corridor, acquisition will now continue.

Mayor Hemmesch asked about the bridge in Cold Spring. He asked who owns this bridge. Attorney Ripple explained that the trail board owns the bridge and the embankment.

 

b.      Public Works Mayor Hemmesch explained that the pot holes will be filled once the weather is a little nicer.

Mayor Hemmesch stated he received a complaint about the U-turns on Central Ave, between Main Street and 1st Street. Council discussed. Council stated that a street light on

 

Item #9 Open Administrator Position

Mayor Hemmesch presented an idea for a hiring committee. This committee would include 2 council members, city staff, city attorney and 3 residents.

Attorney Ripple explained some different options that the Council has.

After much discussion the council decided to have City staff- facilitate the hiring committee meeting (not voting), City attorney to be present for discussion purpose only (no voting); the committee would be made up of 2 council members and three residents (chosen by the remaining 3 council members).

 

Item #10: Council Reports

a.       EDA Mathiasen reported that the EDA is working on purchasing the lot on Main Street. He also went over the Blue Bike project that the BR&E is currently raising funds for and the education seminar at March 10th at 7:00 am. The topic is transitioning your business

b.      RoCoRi Trail Phase- Paczkowski reported that the next meeting is February 4, 2016. He also stated that the applications for funding have been submitted and that the attorney is working with BNSF for acquisition.

c.       Tri City Cable Next meeting is April 13 at 5:00 pm.

Item #12: Other Matters of Concern and Related Matters

         Dog License with shot Records are due May 1st.
