City Council Meeting

 

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch, Pat Evens, Josh Worm, Mike Mathiasen, Tim Paczkowski

Also present were: Martin Bode, City Administrator; Cindy Anderson, Utility Billing Clerk; Gordon Dingmann, Public Works Director; Kevin Mooney, Arena Director; Steve Kascht, Fire Chief; Jesse Kollmann, EMS Director; Chris Boucher, Police Chief; Tammy Paczkowski, Cold Spring Record; Brad Busse, Channel 10;

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.

                                A 1. Resolution 106-16 EDA Appointment

                                 h. Solar Farms

                               

Motion made by Councilor Evens to approve the Agenda with additions, seconded by Councilor Paczkowski.  Motion passed unanimously.

 

Item # 3: Approval of the Meeting Minutes of December 2, December 17, and December 30, 2015

 

Mayor Hemmesch asked for any corrections or additions to the December 2, December 17 and December 30, 2015 Minutes.

Mayor Hemmesch asked for a motion of approval

 

Motion made by Councilor Mathiasen to approve the Meeting Minutes of December 2, December 17, and December 30, 2015, seconded by Councilor Worm.  Motion passed unanimously.

 

Item # 4: Approval of Bills Paid

 

Mayor Hemmesch asked if there were any questions or comments.  

Mayor Hemmesch asked for a motion of approval of Bills Paid.

           

Motion made by Councilor Paczkowski to Approve the Bills, seconded by Councilor Worm.  Motion passed unanimously.

 

Item #5: Consent Agenda

a.       Resolution 100-16 Approval of December 2015 Journal Entries

b.      Resolution 101-16 Accept December 2015 Donations

c.       Resolution 102-16 Approval of 2016 Annual Resolutions

d.      Resolution 103-16 Updated 2016 City Fee and Charge Schedule

e.       Resolution 104-15 Temporary 1-4 Day Liquor River Lakes Hockey Inc. April 9, 2016

f.       Resolution 105-16 Acceptance of year end 2015 pay equity report

g.       Acknowledge PeopleService December 2015 Written Report

 

Motion made by Councilor Worm to Approve the Consent Agenda, seconded by Councilor Paczkowski.  Motion passed unanimously.

 

Item #6: Department Reports

a.       Library – Brandie Canter introduced Jason Kirchoff, the new Library Services Coordinator.  Brandi presented information about the Richmond Great River Regional Library and 2015 statistics about the services and events provided throughout the year.

 

a.       1. Resolution 106-16 EDA Appointment

Mayor Hemmesch reported that he is appointing Jim Bruner to the Richmond EDA to fill the vacant position.  Mayor Hemmesch briefly went over Mr. Bruner’s credentials.

 

Motion made by Councilor Evens to Approve Resolution 106-16 Appointment of Jim Bruner to fill EDA Vacancy , seconded by Councilor Paczkowski.  Motion passed unanimously.

 

b.      Police Department- Chief Chris Boucher reviewed the October and November 2015 incident report.  He introduced Officer Anita Henningsgard.

c.       Emergency Management- Jesse Kollmann gave his 2015 year-end report.   Kollmann stated that the severe weather awareness week is April 11-15; the tornado drill will be Thursday April 14 1:45pm and 6:55 pm.; he also plans on updating the emergency plan;

d.      Public Works/Streets- Gordon Dingmann explained that the plow blade was repaired, after being bent during the last snow plowing.  Dingmann stated he will be doing some seal coating this year.  The plow truck DOT Inspection is due at the end of the month.

e.       RLCA/Parks – Kevin Mooney reported that the hockey season is well underway and broomball starts up next week.   He is planning to put water down in the outside rink this weekend.   Mooney reported that the Music in the Park will be starting up soon.   Council asked that he keep up with the outside billboard.

f.       Fire Department – Chief Steve Kascht reviewed the December 2015 activity.  Kascht stated that this month, some of the Richmond firefighters will be training with the Chain of Lakes fire department with water rescue.  Council asked about the polar plunge and the stair climb.  Chief Kascht stated that there are some firefighters that will be participating. The polar plunge is February 20th at the Waters-Edge, and the stair climb is February 27th.  

g.       Water/Waste Water- Chad Johnson reported that things are working very well.

h.      Solar Garden – Mayor Hemmesch reported that there are 2 solar farms proposed to go in north of the City.  The first solar farm (Ramler) was denied by the Stearns County Planning Commission and the Stearns County Commissioners have set it for another public hearing on February 2nd at 9:00 am.  The second farm (Torborg) was approved by both the Stearns County Planning Commission and the Stearns County Commissioners.

 

Item #7: Council Committee Reports

a.       EDA – the next meeting is January 26 at 6:30 pm.

b.      Planning Commission – the next meeting is January 28, 2016

c.       RoCoRi Trail Phase- Kevin Mooney stated that the board chair will change to Cold Spring for 2016 at the meeting on January 7, 2016.

d.      Tri City Cable – Next meeting is January 6th in Cold Spring.

 

Item #8: Request for Council Action

 

a.       Additional Purchase Requests, Allocations & Transfers - none

 

Item #9: Other Matters of Concern and Related Matters

·         City Council Workshop has been moved to January 14th at 6:30 pm.

·         Administrator Bode said Good bye to the Council, staff and residents of the Richmond community.  Bode thanked            everyone he has had the pleasure to work with.

·         Council reported that Cindy Anderson will be the interim Administrator through the process of replacing Mr.             Bode.

Mayor Hemmesch asked for any additional items.
