City Council Meeting
Item #1: Call to Order/Pledge of Allegiance
Mayor
Hemmesch called the meeting to order at 6:30 p.m. at

Jim Hemmesch, Josh Worm, Tim Paczkowski

Item #2: Approval of Agenda

asked if there were any additions or changes to the Agenda.

Hemmesch asked for a motion to approve agenda with
additions.
Motion
made by Councilor Paczkowski to Approve the Agenda with additions, seconded by
Councilor Worm. Motion passed
unanimously.

Motion
made by Councilor Evens to Approve the Resolution 108-15 LMC Liability Coverage
Waiver Form, seconded by Councilor Paczkowski.
Motion passed unanimously.
b. Resolution 109-15 Approval of the 2015 Slate of Fire
Department Officers

made by Councilor Evens to Approve the Resolution 109-15 2015 Slate of Fire
Department officers, seconded by Councilor Mathiasen. Motion passed unanimously.
Item #3: Additional Purchase Requests, Allocations & Transfers -

Item #4: Joint Meeting with the Richmond Planning Commission
a. Sewer Ordinance Enforcement – Administrator Bode asked
for suggestions for how to handle the properties that are not hooked up to the
City sewer system.
Southside Addition – it
was recommended that they hook up now, as outlined in the agreement with the southside addition. October 1, 2015
Other City Properties –
they should hook up October 1, 2015
Property that was Annexed
in some years ago – they should hook up October 1, 2020

The Council stated that
they would like to have Administrator Bode send a letter stating the intent of
the Council and that the meeting will be February 3, 2015. He will send a certified letter to the
property owners.
b. New Water Ordinance – for domestic/drinking water
(current wells are allowed for irrigation only) no new wells or septic.
c. Annexation:
Properties that abut or are surrounded by the City. Council discussed options for annexation. Planning commission stated that they support
the annexation with taxes slowly over so many years (tier system), sac/wac fees over the course of years, etc. It was stated that it is important that
there is full support before beginning the process.
The Council and Planning Commission discussed the next steps. It was decided that a list of the properties
that they are looking at addressing first.
Then decide what the plan will be, what are we are offering (5 year
tier, sac/wac, forcing, etc). It
was decided that the Planning Commission, at their next meeting, would get the
list together and write up a tentative plan.
Also recommended that they research some of the other cities and what
they did when they annexed properties in.
d. St. Martin/Roscoe Water/Sewer

Evens made a motion to adjourn, seconded by Paczkowski. Motion passed unanimously.
