Item #1: Call to Order/Pledge of Allegiance

Mathiasen called the meeting to order at 6:30 p.m. at

Item #2: Approval of Agenda
Mayor Mathiasen asked if there
were any additions or changes to the Agenda.
Postpone
item #8 and #9 to February 4, 2015 Council Meeting for action on these items.
Mayor Mathiasen asked for the
Approval of the Agenda, with changes.
Motion made by Councilor Hemmesch
to Approve Agenda, with changes, seconded by Councilor Mackedanz. Motion passed unanimously.
Item #3: Approval of the Meeting Minutes of November 12 and 20, 2014
Mayor
Mathiasen asked for any corrections or additions to the November 12 and 20,
2014, hearing none, Mayor Mathiasen asked for a motion of approval.
Motion
made by Councilor Evens to Approve the Meeting Minutes of November 12 and 20,
2014, seconded by Councilor Mackedanz.
Motion passed unanimously.
Item #4: Approval Bills Paid

made by Councilor Mackedanz to Approve the Bills, seconded by Councilor Evens. Motion passed unanimously.

by Councilor Evens to approve Consent Agenda, seconded by Councilor Mackedanz. Motion carried.
Item #6: Presentations and Action Items
Truth-in-Taxation – Public Hearing
Mayor Mathiasen opened
the public hearing at 6:47 pm
Mayor
Mathiasen asked the Council and the public (3 times) if they had any questions
or comments regarding the truth-in-taxation.
Hearing none the meeting was closed.
Motion
made by Councilor Evens to approve closing the truth in taxation hearing,
seconded by Councilor Mackedanz. Motion
carried. Mayor Mathiasen declared the public hearing closed at
6:48 pm
Item #7: 2015 Budget
Consideration of Resolution 204-14
Approving 2015 Tax Levy and Annual Budget
Motion made by Councilor Evens to approve Consent
Agenda, seconded by Councilor Mackedanz.
Motion carried.

a. EDA- Next meeting December 11 6:30 pm – Maintenance
Building. Council reminded business
owners that there is money still available for the matching loan program.

Item #15: Request for Council action
a. Resolution 205-14 Declare Old City Streets Christmas
lights as excess property
Motion made
by Councilor Hemmesch to approve Resolution 205-14 – Resolution 205-14 Declare
Old City Streets Christmas lights as excess property, seconded by Councilor Evens.
Motion carried.
b. Resolution 206-14 – Approving of state mandated tier
water usage rates
Council discussed the
proposed tier rates. This rate is
effective starting January 1, 2015, for the usage beginning January1, 2015 and
we bill for this usage in March.

by Councilor Evens to approve Resolution 206-14 – Approving of state mandated
tier water usage rates, seconded by Councilor Hemmesch. Motion carried.
c. Resolution 207-14 -Approving final pay request no. 8, 2013 Main
Street Project
Final payment of
$24,489.56; all final items have been completed.
Motion made
by Councilor Mackedanz to approve Resolution 207-14 – Approving final pay
request no. 8, 2013 Main Street Project, seconded by Councilor Evens. Motion carried.
d. Purchase Requisition, Allocations and transfers.
Approval of IIMC 2015
Conference – Administrator Bode would attend May 17- May 20, 2015
Motion made
by Councilor Hemmesch to approve Administrator Bode attends the 2015 IIMC
Conference, seconded by Councilor Mathiasen.
Motion carried.
Item #13 Fire Department – Chuck Merten reviewed November calls and trainings.
Chief Merten reminded
residents to keep the fire hydrants clear of snow and debris.
Item #16: Other
Matters of Concern and Related Matters.
a. Acknowledge City Attorney letter dated 11/10/2014
regarding gambling donations
b. Acknowledge CenterPoint Energy Letter dated 11/21/2014
regarding rate increase
c. Inspectron October Report
d. 2014 Council Attendance report
e. Police Report – written report
f. Tree-mendous – December 4th 5-8 pm on Main
Street.
g. Solar Panel – was reported that there may be money
available for solar panels. Council
would like Staff to research whether or not this is feasible.
h. Reminder No Council Workshop in December, next meeting
is January 7th, 2015

125th
Year anniversary of the City of Richmond – it was reported that they had the
first meeting and had about 20-25 people attending. The group discussed different ideas and
activities for this event.
