City Council Meeting

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch, Pat Evens, Tim Paczkowski, Mike Mathiasen, Katy Kirchner

 

Also present were: Tesa Tomaschett, Administrator Clerk-Treasurer; Jason Blum, Police Dept.; Heidi Stalboerger, Wakefield Township Clerk; Tammy Paczkowski, Cold Spring Record; Brad Busse, Channel 10;

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.

Change item 5 b.

Delete item 7d

 

Motion made by Councilor Kirchner to approve the Agenda with changes, seconded by Councilor Paczkowski. Motion passed unanimously.

 

Item # 3: Approval of the Meeting Minutes of October 5 and October 20 workshop, 2016

 

Mayor Hemmesch asked for any corrections or additions to the October 5 and October 20 workshop, 2016 Minutes.

Mayor Hemmesch asked for a motion of approval.

 

Motion made by Councilor Paczkowski to approve the Meeting Minutes of October 5 and October 20 workshop, 2016,seconded by Councilor Evens. Motion passed unanimously.

 

Item # 4: Approval of Bills Paid

 

Mayor Hemmesch asked if there were any questions or comments.

Check to Preferred Controls $31,650.00 Administrator stated that we have already received the insurance check to reimburse this.

Visa Jackets was told they are the jackets for the arena staff.

Mayor Hemmesch asked for a motion of approval of Bills Paid.

Motion made by Councilor Evens to Approve the Bills, seconded by Councilor Mathiasen. Motion passed.

 

Item #5: Consent Agenda

a.       Resolution 177-16 Approval of October 2016 Journal Entries

b.      Resolution 178-16 Approval of Donations/Contributions for October 2016

c.       Acknowledge PeopleService October 2016 Written Report

 

Motion made by Councilor Paczkowski to Approve the Consent Agenda, seconded by Councilor Kirchner. Motion passed unanimously.

 

Item #6: Office Hours

 

Administrator Tomaschett explained that the Utility Billing Clerk has not started the 4 days a week. She stated that until the office hours are set it does not make sense to begin the 4 days a week for the UB Clerk.

Council decided to move this item to the November 17 Meeting.

 

Item #7: Department Reports

a.       Police Department Sargent Jason Blum reviewed the July and August 2016 activity

b.      Public Works No report

c.       Parks/Arena- Written report, Mayor Hemmesch summarized the report.

d.      Fire no report

 

Item #8: Council Reports

a.       EDA Evens summarized the October EDA meeting. He stated that the Commissioners discussed adding properties for sale to the Website; who would monitor this and who would pay the expense. He also reminded them the lot is for sale, call City hall for information.

b.      Planning Commission Kirchner stated that the Planning Commission is looking at updating the comprehensive plan as stated in the plan it should be updated every 4 years. She stated that they had the City Planner Cynthia Smith-Strack at the last meeting, and the recommendation for the first step is to bring together the 4 entities (Council, Planning, Eda and Recreation) for a goal setting session.

c.       Rocori Trail Paczkowski reported on the timeline for the Trail Board. He stated they are ready to begin work this spring.

d.      SCML Meeting- Hemmesch reported that the meeting was held here in Richmond. He reported that 15 cities and 2 county representatives attended the meeting.

 

Item #9: Request for Council Action- none

 

Item #10: Other Matters of Concern and Related Matters

a.       Evens reported about Storm drain issue in Rich River area Administrator stated she will look at this issue.

b.      Previous nuisance issues Administrator reported that these are being taken care of.

c.       Lighting at north end of town was explained that those lights are in the township and the lights are their responsibility.

d.      Televising the Workshop Council discussed this option

e.       Canvassing Elections November 17

f.       Elections November 8th, 2016 Remember to Vote River Lakes Civic Arena 7am 8pm

g.       Next Council Meeting November 17 2016 at 6:30 pm.

 

Item #11: Adjournment

Mayor Hemmesch asked for any additional items.

Hearing none Mayor Hemmesch declared the meeting adjourned at 7:10 p.m.
