Item #1: Call to Order/Pledge

Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Item #3: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Motion made by Councilor Hokanson to
approve the Agenda with changes, seconded by Councilor Mathiasen. Motion passed unanimously.
Item # 4: Approval of the Meeting
Minutes of October 4 and October 19, 2017
Mayor
Hemmesch asked for any corrections or additions to the October 4 and October 19,
2017 Minutes.
Mayor
Hemmesch asked for a motion of approval.
Motion made by Councilor Mathiasen to approve the Meeting Minutes of October 4
and October 19, 2017 seconded by Councilor Hokanson. Motion
passed.
Item # 5: Approval of Bills Paid
Mayor
Hemmesch asked if there were any questions or comments. Mayor Hemmesch asked for a motion of approval
of Bills Paid.
Motion made by Councilor Paczkowski to
Approve the Bills, seconded by Councilor Mathiasen. Motion passed.
Item #6: Consent Agenda

Report
Motion made by Councilor Paczkowski to
Approve the Consent Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.
Item #7: Department Reports
a. Streets, Gordon Dingmann, Public Works Director
Dingmann reviewed the
winter weather parking and shoveling ordinances. Council reminded the residents to mark their
yards if they do not have curbs.
Dingmann stated that at
safety training he learned that if the city contracts with services they should
put “abides by osha rules” in the contract.
Dingmann reviewed the MN
Dot traffic report.
b. Fire – Chief Steve Kascht
Chief Kascht reviewed the
October Fire report. He stated that they
had @100 kids at the fire hall trick or treating. He also stated they are in the first stage of
the new scba equipment.
He reported they received
$3000.00 from the for the scba. Kascht reported that the department is at 23
and he would like to hire 2 more firefighters.
CPR Class – there will be
a class held on December 2. They should
contact city hall if interested.
Motion made by Councilor Mathiasen to
approve hiring 2 more members, seconded by Councilor Hokanson. Motion passed unanimously.

Motion made by Councilor Mathiasen to

passed unanimously.

Motion made by Councilor Hokanson to
approve Resolution 163-17 Approving Minor Administrative Subdivision, seconded
by Councilor Paczkowski. Motion passed
unanimously.
Resolution 164-17
Approving Lot Combination request for 595 Main Street
Motion made by Mayor Hemmesch to approve
Resolution 164-17 Approving Lot Combination, seconded by Councilor Mathiasen. Motion passed unanimously.
c.
Rocori Trail –
Paczkowski reported that this year’s phase is coming to an end, and the meeting
is tomorrow.
d. Tri City Cable – Hokanson reported that he and
Tomaschett attended the meeting.
Item #9: Other Matters of Concern and
Related Matters
a. Treemendous Night – 600 hot dogs
b. Elections November 7 - 7am – 8pm at River Lakes Arena
for school district referendum
c.
Deer Hunting –
CWD (chronic waste disease) Testing Waite Park Office, Freeport Community Center,
Hilltop
d. Next Council meeting November 16
