City Council Meeting
Item #1: Call to Order/Pledge
of Allegiance

Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Item #2: Open Forum
Item #3: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Motion made by Councilor Hokanson to
approve the Agenda with additions, seconded by Councilor Mathiasen. Motion passed unanimously.
Item # 4: Approval of the Meeting
Minutes of September 6 and September 21, 2017
Mayor
Hemmesch asked for any corrections or additions to the September 6 and
September 21, 2017 Minutes.
Mayor
Hemmesch asked for a motion of approval.
Motion made by Councilor Hokanson to approve the Meeting Minutes of September 6
and September 21 , 2017 seconded by Councilor Mathiasen. Motion
passed.
Item # 5: Approval of Bills Paid
Mayor
Hemmesch asked if there were any questions or comments. Mayor Hemmesch asked for a motion of approval
of Bills Paid.
Motion made by Councilor Hokanson to
Approve the Bills, seconded by Councilor Ricke.
Motion passed.
Item #6: Consent Agenda

Motion made by Councilor Hokanson to
Approve the Consent Agenda, seconded by Councilor Hemmesch. Motion passed unanimously.
Item #7: PeopleService Greg Stang, Regional Manager
a. Refund – Stang explained that this year the
maintenance fund had $2400.00 in excess.
This year the repairs were higher than in the past years so the amount
was less than in the past.
Stang is recommending a 5
year CIP for maintenance of the WWTP and the Water treatment plan. He, Chad and Tesa will be putting this plan
together.
Stang also recommended
that the Council take a tour of the facility, especially the new members

545 Main St-
Stang reported that the water pressure at this location is at 40 psi and 8 gals
a minute flow. Stang tested other
locations around town to verify. He
stated that the state is recommending 35-80; the City of Richmond is at 50
psi. He stated that we are meeting the
requirements.
Bob Wieber – Owner of 545
Main Street - Mr. Wieber explained that he is requesting the City purchase a
booster pump for him so he has adequate pressure for his needs. He stated that his sprinklers ran at 6, 10,
2, and 6 for 8 minutes each. He also
does not want to change his meters around to fit the needs of Richmond. His plumber stated that this is the way Cold
Spring and St. Cloud puts 2 meters in and there billing people subtract one
meter from the other to create the bill.
Item #8: Department Reports
a. Parks/Arena, Kevin Mooney
Mooney reported this is
the 20th anniversary for the Arena.
He stated the ice is in and the season is underway.
Arena is Hiring
Concession workers.
Mooney stated they are
waiting for the building permit for the multi-use shelter and the exercise
equipment will be installed this coming spring.
The Council asked if
there was a ground breaking ceremony and to make sure the Bank is invited.
b. Police; Jason Blum, Police Chief
Chief Blum reviewed the July
report. Blum stated they have started a police blotter
in the Cold Spring Record.

EMS. Randy
Schackmann, EMS Director
Schackmann reviewed the
storm season activity. Schackmann
reported that Jesse Kollmann has resigned as assistant EMS Director and Mark
Kremer will be the assistant EMS director.
Next week is fire
prevention week and the fire department will be hosting kindergarteners at the
fire hall and
Trick
or treating October 31 at fire hall.
Item #9: Council Reports
a. EDA, Ricke reported that they sold the lot on Main
Street to Gilk Plumbing and Heating.
Next meeting is October 17, 6:30 pm.
b. Rocori Trail
Request for funds -
$12,000.00 per city to pay ineligible costs
Motion made by Councilor Mathiasen to
approve paying the $12,000.00, seconded by Councilor Hokanson. Motion passed unanimously.
Item #10: Other Matters of Concern
and Related Matters
a. Treemendous Night request for road closure
Motion by Councilor Mathiasen to approve road closure,
seconded by Councilor Ricke. Motion carried.
b. Elections, Nov. 7 – School Board has question.
