City Council Meeting
Item #1: Call to Order/Pledge
of Allegiance

Mayor Mathiasen called the meeting to order at 6:30 p.m. at Richmond City Hall.

Members absent were: Tim Paczkowski; Jim Hemmesch

present were: Tesa Tomaschett, City Administrator-Clerk; Connie Schmoll,
Highway 23 Coalition; Heidi Stalboerger, Wakefield Township Clerk;
Item #2: Approval of Agenda
Mayor
Mathiasen asked if there were any additions or changes to the Agenda.
Add Item 6. Highway 23
Coalition Connie Schmoll
Motion made by Councilor Hokanson to
approve the Agenda with changes, seconded by Councilor Ricke. Motion passed unanimously.
Item # 3: Approval of the Meeting
Minutes of August 2, August 15 and August 23, 2017
Mayor
Mathiasen asked for any corrections or additions to the August 2, August 15 and
August 23, 2017 Minutes.
Mayor
Mathiasen asked for a motion of approval.
Motion made by Councilor Ricke to approve the Meeting Minutes of August 2,
August 15 and August 23, 2017 seconded by Councilor Hokanson. Motion
passed.
Item # 4: Approval of Bills Paid
Mayor
Mathiasen asked if there were any questions or comments. Mayor Mathiasen asked for a motion of
approval of Bills Paid.
Motion made by Councilor Hokanson to
Approve the Bills, seconded by Councilor Mathiasen. Motion passed.
Item #5: Consent Agenda
a. Resolution 142-17 Approval of August 2017 Journal Entries
b. Resolution 143-17 Acceptance of August 2017 Donations

Approval of Richmond Baseball Club Liquor License
d. Resolution 145-17 Hiring of seasonal workers for the
River Lakes Civic Arena ice season

Motion made by Councilor Hokanson to
Approve the Consent Agenda, seconded by Councilor Ricke Motion passed unanimously.
Item #6: Highway 23 Coalition Connie Schmoll, Kandiyohi County and City of Willmar
EDC
Connie
Schmoll, presented information regarding the Hwy 23 Coalition and made a
request that the City of Richmond become a member of this coalition. The dues are $1,500.00 for a city of this
size. This years dues are for the
remainder of 2017 and the entire year of 2018.
Motion made by Councilor Hokanson to
Approve Membership of $1,500.00, seconded by Councilor Mathiasen. Motion passed unanimously.
Item #7: Department Reports
Police; Jason Blum,
Police Chief
Chief Blum reviewed the June
report. He also stated that the mock
crash was a success, about 250 300 people in attendance.
Item #8: Council Reports
a. Rocori Trail Ribbon Cutting September 14th
4:00 p.m. in Rockville behind Schaefer Electric.
b. EDA Ricke reported that the EDA is looking for new
businesses to come to Richmond. Next
meeting Sept. 19th 6:30 p.m.
Item #7: Other Matters of Concern and
Related Matters
a. Tree-mendous night Council stated they are willing
to do the hot dogs
b. Next Council Meeting September 21, 2017
Tomaschett reminded them
at the next meeting they must set the Levy for 2018. The council should meet
with Tomaschett if they have any questions or need any information.

any additional items.
