August 23, 2017

City Council Special Meeting

Item #1: Call to Order

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Council Members noted as being present: Jim Hemmesch, Larry Hokanson, Mike Mathiasen, Tim Paczkowski

Council Members Absent: Michael Ricke

Also present were: Tesa Tomaschett, City Administrator-Clerk; Al Gertken, American Legion Post #292

Item #2: Approval of Agenda

Mayor Hemmesch asked for any additions or changes, hearing none, he asked for a motion to approve agenda.

Motion made by Councilor Paczkowski to approve the agenda, seconded by Councilor Mathiasen. Motion passed.

Item #3: Consent Agenda

1. Resolution 140-17 – Authorization for Minnesota lawful gambling LG214 Premises permit application for American Legion Post #292 at Haffley’s Bar
2. Resolution 141-17 Authorization for Minnesota lawful gambling LG220 tax exempt gambling permit for American Legion Post #292 at Haffley’s Bar (needs annual approval)

Motion made by Councilor Hokanson to approve the Consent agenda, seconded by Councilor Mathiasen. Motion passed.

Added item: Mayor Hemmesch asked if the council would consider having the Richmond Lions do a meat raffle at Haffley’s Bar . Administrator Tomaschett explained that the Lions need to turn in the appropriate paper work and then it will be brought back to a Council meeting for approval. Tomaschett explained that due to special meeting laws a decision cannot be made this evening as it was not posted as an item on the agenda.

Item #4: Adjournment

Mayor Hemmesch asked for any additional items.

Hearing none Mayor Hemmesch declared the meeting adjourned at 6:40 p.m.
