City Council Meeting
Item #1: Call to Order/Pledge
of Allegiance
Mayor
Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.
Council
Members noted as being present: Jim Hemmesch; Larry Hokanson; Michael Ricke, Mike
Mathiasen; Tim Paczkowski
Also
present were: Tesa Tomaschett, City Administrator-Clerk; Kevin Mooney, Parks
& Arena Director; Jason Bloom, Police Chief; Gordon Dingmann, Streets Director; Heidi Stalboerger,
Wakefield Township Clerk;
Item #2: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Motion made by Councilor Paczkowski to
approve the Agenda with changes, seconded by Councilor Mathiasen. Motion passed unanimously.
Item # 3: Approval of the Meeting
Minutes of July 5 and July 20, 2017
Mayor
Hemmesch asked for any corrections or additions to the July 5 and July 20, 2017
Minutes.
Mayor
Hemmesch asked for a motion of approval.
Motion made by Councilor Mathiasen to approve the Meeting Minutes of July 5 and
July 20, 2017 seconded by Councilor Hokanson. Motion
passed.
Item # 4: Approval of Bills Paid
Mayor
Hemmesch asked if there were any questions or comments. Mayor Hemmesch asked for a motion of approval
of Bills Paid.
Motion made by Councilor Ricke to
Approve the Bills, seconded by Councilor Paczkowski. Motion passed.
Item #5: Consent Agenda
a. Resolution 137-17 Approval of July 2017 Journal Entries

d. Acknowledgement 2016 TIF Report and Management Letter,
Jason Murray of David Drown Associates, Inc.
Motion made by Councilor Hokanson to
Approve the Consent Agenda, seconded by Councilor Paczkowski. Motion passed unanimously.
Item #6: Department Reports
a. Police; Jason Blum, Police Chief
Chief Blum reviewed the April
and May report. He also gave an overview
of River Lake Days – went very well.
Chief Bloom reported that
National Night out was slightly down from last year, but went well. Anyone who would like to host the event next
year should contact City Hall.
Bloom reported that they
had 21 or so applications for the part time position and will be hiring next
week.
b. Streets – Gordon Dingmann, Streets Director

River lake days
went well, did not have to sweep after event
·

Street North has been completed
·
Air Patching is
in progress
·
Painting lines
were done before River Lake Days and will continue
·
Weeds – continuous
process to keep them down
·
1/3 of town will
have sewer jetting
·
Centennial Park-
parking lot and the drive into the park – Gordy will obtain 2 quotes.

Parks – Kevin
Mooney, Parks & Arena Director – Reviewed written report

Damage at Arena –
caused by squirrel, fire suppression alarm went off, there shortage
of power. The problem has been resolved.
·
Mooney reported
that the exercise equipment has been ordered.
They are still working on raising funds to completely fund this project.
·
Lions park
entrance has been completed – looks really nice. The Lions club has requested a new mower –
they share the cost of the mower with the city.
After trade in, the cost to the city is $4,500.00. This purchase will happen in 2018.

Sept 14th
– ribbon cutting for Rocori Trail - Downtown
d. Fire - removed

Tri-City Cable-
Councilor Hokanson reported that they
are purchasing
f.
Rocori Trail
Approval to send funds ($16,500.00)
to Board Treasurer to pay for bills.
Motion made by Councilor Hokanson to approve the sending $16,500.00 to RTCB
Treasurer, seconded by Mayor Hemmesch.
Motion passed unanimously.
Item #7: Other Matters of Concern and
Related Matters
a. Next Council Meeting WEDNESDAY, AUGUST 15, 2017
Come prepared – having
reviewed the proposed budget.
b. Mock car crash, August 17th, 2017 (Central
and 2nd Street N)
