City Council Meeting

 

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch, Tim Paczkowski, Josh Worm, Pat Evens, Mike Mathiasen

Also present were: Martin Bode, City Administrator; Chris Boucher, Cold Spring/Richmond Police Dept; Chuck Merten, Fire Fighter; Tammy Paczkowski, Cold Spring Record; Mark Grelson, Tri City Cable;

 

Item #2: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.   

 

Add: item #5F– Resolution 151-15 Temporary 1 to 4 day Liquor License to Richmond Fire Relief Association for September 12, 2015 at the St’s Peter and Paul school for Oktoberfest.

 

Add: item 6b – application for street closure for street dance on September 12, 2015 7 pm -12:30 am; sponsored by Corky’s Bar, Haffley’s Bar, Jerry’s Firehouse Grill, Richmond C & C and the Richmond Firefighters Relief Association.

 

Remove item #7a and 7d – no report.

 

Mayor Hemmesch asked for a motion to approve the amended agenda.

 

Motion made by Councilor Paczkowski to approve the amended Agenda, seconded by Councilor Mathiasen.  Motion passed unanimously.

 

Item #3: Approval of the Meeting Minutes of July 1, 2015

Mayor Hemmesch asked for any corrections or additions to the July 1, 2015 Minutes.

Mayor Hemmesch asked for a motion of approval.

           

Motion made by Councilor Worm to Approve the Meeting Minutes of July 1, 2015 seconded by Councilor Evens.  Motion passed unanimously.

 

Item #4: Approval Bills Paid

Mayor Hemmesch asked if there were any questions or comments.  

            Check # 17049 Midwest dust control – Council asked about the listing of peoples name on bill – was told that             they were actually commercial right of ways behind those homes and this is how the invoice was listed.

Mayor Hemmesch asked for a motion of approval of Bills Paid.

           

Motion made by Councilor Evens to Approve the Bills, seconded by Councilor Mathiasen.  Motion passed unanimously.

 

 

 

 

 

Item #5: Consent Agenda

A.     Resolution 148-15 Approval of July 2015 Journal Entries

B.     Resolution 149-15 Acceptance of July 2015 Donations

C.     Acknowledge PeopleService July 2015 Written Report

D.     Acknowledge 2014 TIF Report and Management letter, Jerry Murray of David Drown Associates, Inc.

E.      Approval of corrected minutes of April 16, 2015: Draw a line through “Resolution 129-15” under item #4

F.      Resolution 151A-15 Approval of Temporary 1-4 Day Liquor License to the Richmond Firefighters Relief Association, Oktoberfest - September 12, 2015 at the Sts Peter and Paul School.

 

Mayor Hemmesch asked for a motion to approve Consent Agenda.

 

Motion made by Councilor Evens to approve Consent Agenda, seconded by Councilor Hemmesch.  Motion passed.

 

Item #6: Department Reports

 

  1. Police Department: Chief Chris Boucher – Boucher gave his bi monthly report, including events at river lake days.  
  2. Approval of application for street closure for street dance, September 12, 2015 7 pm – 12:30 am.

 

Mayor Hemmesch asked for a motion to approve street closure application.

 

Motion made by Councilor Evens to approve street closure application, seconded by Councilor Worm.  Motion passed.

 

Item #7: Council Reports

  1. EDA – Removed from agenda
  2. Planning Commission –it was reported that at the last meeting they discussed annexation. 
  3. Parks/Trails- RTCB meeting is August 6th.
  4. Tri City Cable – Removed from agenda
  5. 125th City Anniversary – recap report given.
  6. River Lake Days – recap given

 

Item #8: Request for Council Action Purchase requisitions allocations and transfers –

 

a.       Purchase Requisitions, Allocations and Transfers – None

Administrator Bode reported that he authorized repairing of the Kabota.

b.      Ordinance 2015-102 Richmond Compost Site

 

Mayor Hemmesch asked approval of Ordinance 2015-102 Richmond Compost Site.

 

Motion made by Councilor Paczkowski to approve Ordinance 2015-102 Richmond Compost Site, seconded by Councilor Worm.  Motion passed.

 

c.       Resolution 150-15 Summary Publication of Ordinance 2015-102

 

Mayor Hemmesch asked for approval of Resolution 150-15 Summary Publication of Ordinance 2015-102).

 

Motion made by Councilor Paczkowski to approve Resolution 150-15 Summary Publication of Ordinance 2015-102, seconded by Councilor Worm.  Motion passed.

Item #9: Other Matters of Concern and Related Matters

a.       GASB 67 Fire Relief Pension Valuation Report

 

Mayor Hemmesch recessed meeting for the Council workshop at 7:11 pm.
