July 20, 2017
Item #1: Call to Order/Pledge
of Allegiance
Mayor
Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.
Council
Members noted as being present: Jim Hemmesch, Mike Mathiasen, Michael Ricke,
Council
Members noted as being absent: Tim Paczkowski, Larry Hokanson
Also
present were: Tesa Tomaschett, City Administrator; Jeff Mackedanz
Item #2: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Add: Item #3 Resolution 136-17
Approving Minor Subdivision for Backes property 74.40700.0040
Add: workshop Agenda D. Police
Contract; F. Rocori Trail Phase 4; G. Kevin’s Vacation; H. Mondays Fire
Training
Motion made by Councilor Mathiason to
approve the Agenda with additions, seconded by Councilor Ricke. Motion passed.
Item #3: Resolution 136-17 Approving Minor Subdivision
for Backes property 74.40700.0040
Tomaschett
reported that the Planning Commission had met and are recommending approval of
the subdivision. Tomaschett stated that
all necessary paperwork is in. They will
be platting the one parcel at a later date.
Motion
made by Councilor Mathiason
to approve Resolution
136-17 Approving Minor Subdivision for Backes property 74.40700.0040, seconded
by Councilor Ricke. Motion passed.

WORKSHOP
AGENDA
A. American
Legion – Jeff Mackedanz with the
American Legion stated that they will be requesting to have gambling at Haffley’s. Mackedanz did not have an application to
present to the administrator. Tomaschett
asked if the Council would like a time stipulation added. Council
stated that they do not want to have any stipulation on this. Mackedanz asked if they would be allowed to
store items at the water tower. Council
decided that they should not store the items at any of the City owned buildings. Council stated that they do not see an issue with the
legion making application for gambling at Haffleys. Due to lack of a quorum (eligible voting
members) this item will be brought before the Council with an application.
B.
Park Committee – Mayor Hemmesch asked if a committee had been set up. Mayor Hemmesch would like to see this
committee address the day to day maintenance, park planning, etc. Members for this committee should include representatives
of the lions club, royal’s baseball, little league, music in the park/council,
Parks Director and 2 residents (tax payer). Council would like this committee to meet
this fall.
C. Police
Interviews - Tomaschett asked to have
it be a general rule that the City Administrator do the officer
interviews. If the City of Cold Spring
decides to have a council member present that we will do the same. If the interviews are for the Chief than
Mayor/Council representative will be selected.
Council was fine with this.
D. Police
Contract – Tomaschett reported that
the contract ends December 31, 2017. The
new contract will stay the same annual 2.5% increase; however they would like
to change the contract from a 5 year contract to a 7 year contract.
Council wants to remain
with a 5 year contract. Council
discussed what fund the administrative fees will be posted to – the revenue
will remain in the police fund.
E. Future of
EDA - put this item on the August
workshop. The Mayor does not want to
discuss this item without all 5 council members attending.
F. Rocori Trail
Phase 4 – Tomaschett reported that
Phase 4 – (City of Rockville going East).
She asked that the Council
discuss the possibility of Richmond transitioning out of the Trail Board for
phase 4 and helping to get St. Joseph Township, Waite Park, St. Cloud,
etc. Council was on board with this.
G. Kevin’s
Vacation – Tomaschett explained that
Mooney was not earning the correct amount of vacation time. He has 120 hours that he should have been
given beginning in 2015.
Motion made
by Councilor Mathiasen to allow Kevin Mooney up to December 31, 2018 to use the
120 hours of vacation time, seconded by Councilor Ricke. Motion passed.
H. Fire
Training – Hemmesch reported about an
incident that occurred this past Monday.
The situation was taken care of by Chief Kascht and Tomaschett followed
through the next day with the other department.

Item #4: Other Matters of Concern and
Related Matters
a. Fitness Stations – Tomaschett reported that they met ½
the financial goal and have ordered 8 stations.
b. Music in the Park July 25th, 6:30 pm
c.
National Night
Out August 1, 2017 5:30 pm at Arena
d. Next regular Council meeting is August 2, 2017 at 6:30
pm
e.
Mock Car Crash,
August 17- 5:30 pm
f.
Recommended
Mooney contact the owner of Food Pride to get a quote on concessions for arena
and parks.
g.
Solar Farms –
Mathiasen would like more information about the farm.
h. Safe routes to school white lines need painting.
Item #5: Adjournment
Mayor Hemmesch asked for
any additional items.

the meeting adjourned at 7:34 p.m.
