City Council Meeting
Item #1: Call to Order/Pledge
of Allegiance
Mayor
Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.
Council
Members noted as being present: Jim Hemmesch; Larry Hokanson; Michael Ricke, Mike
Mathiasen; Tim Paczkowski
Also
present were: Tesa Tomaschett, City Administrator-Clerk; Randy Schackmann,
Emergency Management Director; Jason Blum, Police Chief; Heidi Stalboerger,
Wakefield Township Clerk; Brad Busse, Channel 10;
Item #2: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Add
Item 6.c Resolution 131-17 Authorization of lawful gambling tax exempt for
Richmond Lions for River lake Days
Remove
item 7 c.1.
Motion made by Councilor Paczkowski to
approve the Agenda with changes, seconded by Councilor Mathiasen. Motion passed unanimously.
Item # 3: Oath of Office
Mayor
Hemmesch conducted Oath of Office with Larry Hokanson as newly appointed
Richmond Council Member.
Item # 4: Approval of the Meeting
Minutes of May 3, May 22 and May 24, 2017
Mayor
Hemmesch asked for any corrections or additions to the May 3, May 22 and May
24, 2017 Minutes.
Mayor
Hemmesch asked for a motion of approval.
Motion made by Councilor Ricke to
approve the Meeting Minutes of May 3, May 22 and May 24, 2017 seconded by
Councilor Mathiasen. Motion passed.
Item # 5: Approval of Bills Paid
Mayor
Hemmesch asked if there were any questions or comments. Hearing
none.

Hemmesch asked for a motion of approval of Bills Paid.
Motion made by Councilor Paczkowski to
Approve the Bills, seconded by Councilor Hokanson. Motion passed.
Item #6: Consent Agenda
a. Resolution 129-17 Approval of May 2017 Journal Entries
b. Resolution 130-17 Adoption of the Stearns County
All-Hazardous Mitigation Plan
c.
Resolution 131-17
Authorization of Lawful gambling tax exempt off site lease and gambling permit
– Richmond Lions on July 14, 15 and 16, 2017 at River Lake Days
d. Acknowledge PeopleService May 2017 Written Report
Motion made by Councilor Ricke to
Approve the Consent Agenda, seconded by Councilor Paczkowski. Motion passed unanimously.
Item #7: Department Reports
a. Police; Jason Blum, Police Chief
Chief Blum gave the 2016
year report and reviewed the first few months on the year, overall going well. Bike Rodeo is planned for June 27th
5:30-6:30 at Centennial Park.
b. EMS; Randy Schackmann
Schackmann reported that
they have started weather watching, storm season is upon us. He and Kollmann are working with the River
Lake Days board preparing for the festival.
c.
Planning
Commissions:
Tim Paczkowski reported
that they had a discussion regarding the Backes property and are
waiting for more information before making their final recommendation.
d. EDA – Mike Ricke reported that held a meeting and are
discussing the plan for the EDA. Next Meeting June 27, 2017.
e.
Rocori Trail –
Paczkowski reported that the tar is in for this phase. Next meeting is June 15, 2017.
f.
Tri-City Cable
Appointment – Tomaschett reported that she attended the May meeting. She reported that Brad (the Tri-City Cable
staff) will be teaching a course to 7th and 8th graders.
Item #11: Other Matters of Concern
and Related Matters
a. River Lake Days Parade – Council will have a float
b. Reminder to buy your buttons.

Ivy Avenue is almost done.
d. Next Council Meeting June 15, 2017
