Item #1: Call to Order/Pledge
of Allegiance

Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Gertken, Planning Commission Chairman;
Item #2: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Motion made by Councilor Kirchner to
approve the Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.
Item # 3: Approval of the Meeting
Minutes of April 5 and April 20, 2017
Mayor
Hemmesch asked for any corrections or additions to the April 5 and April 20,
2017, 2017 Minutes.

Hemmesch asked for a motion of approval.
Motion made by Councilor Mathiasen to
approve the Meeting Minutes of April 5 and April 20, 2017seconded by Councilor
Kirchner. Motion passed.
Item # 4: Approval of Bills Paid
Mayor
Hemmesch asked if there were any questions or comments. Hearing
none.

Hemmesch asked for a motion of approval of Bills Paid.
Motion made by Councilor Ricke to
Approve the Bills, seconded by Councilor Kirchner. Motion passed.

Motion made by Councilor Kirchner to
Approve the Consent Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.

Acceptance of
Letter of Resignation from Councilperson Kirchner
Motion made by Mayor Hemmesch to Approve
the Consent Agenda (item g), seconded by Councilor Mathiasen. Kirchner abstained. Motion passed.
Item #6: Resolution 124-17 2017-2018
Liquor License for J & S Lanes
Motion
made by Councilor Kirchner to Approve Resolution 124-17 2017-2018 Liquor License for J & S Lanes, seconded by Councilor Ricke. Yes-Ricke,
Kirchner, Mathiasen, Hemmesch abstained.
Motion passed.
Item #7: 2016 Audit Report- Steve
Wischmann, Kern, DeWenter, Viere, Ltd (KDV)
Mr.
Wischmann reviewed the final 2016 Audit.
Consideration
of Resolution 125-17 Approval of 2016 Audit Report
Motion
made by Councilor Kirchner to Approve Resolution 125-17 Approval of 2016 Audit
Report, seconded by Councilor Ricke. Motion passed.
Item #8: Vacant Council Position
Council discussed how
they would like to proceed with the appointment of the new Council.
Motion
made by Councilor Mathiasen to move forward with the application process,
deadline is May 18 at 5:00 pm, seconded by Councilor Kirchner. Motion passed.
Item #9: Department Reports
a. Police; Jason Blum, Police Chief
Blum reviewed the March
and April stats. The drug take back
netted 72 pounds of medications between Richmond and Cold Spring. He also announced that they will be hosting a
bike rodeo on May 20th at 10:00 am.
He stated that they
police officers are spending time over lunch break at the Schools hanging out
with the kids. This is a positive interaction with the children.
b. Fire, Steve Kascht, Fire Chief
Kascht gave the April
report.
Kascht requested the
Council consider purchasing SMBA units (25).
Council stated that they would like specific costs for these items-
bring to the next meeting.
Kascht reminded people
that the Chicken dinner fund raiser is May 21 4-7 pm at the Civic Arena.

Planning
Commissions
Ken Gertken, Planning
Commission Chair reported they held the public hearing, no public in
attendance. He stated they reviewed the
request and are recommending the Council approve the variance.

made by Councilor Mathiasen to Approve Resolution 126-17 Approving Variance
request for 120 Central Ave Se for garage setback, seconded by Councilor
Kirchner. Motion passed.
d. Rocori Trail – Ground breaking ceremony May 4, 2017.

Tri-City Cable
Appointment – Meeting May 24, 2017 5:00 pm
Council decided to have
Administrator Tomaschett attend the meetings.

Hazardous Waste clean-up at Civic Arena.
