Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch, Mike Mathiasen, Katy Kirchner, Michael Ricke,

Council Members noted as being absent: Tim Paczkowski

 

Also present were: Tesa Tomaschett, City Administrator; David Blommel, City Engineer; Jason Blum, Interim Police Chief; Jim Worm; Chad Johnson; Heidi Stalboerger, Wakefield Township;

 

Item #2: Approval of Agenda

 

Mayor Hemmesch asked if there were any additions or changes to the Agenda.   

                                Add #4 a. David Blommel, City Engineer

                                Add #5 Streets

                                                a. 2nd St NE

Motion made by Councilor Mathiasen to approve the Agenda with additions, seconded by Councilor Ricke.  Motion passed unanimously.

 

Item #3:  Public Hearing Resolution 118-17 Amending Richmond City Ordinances

 

Mayor Hemmesch opened the public hearing re amending Ordinances 2017-100 through 2017-108

 

Ordinance 2017-100 Amending of Richmond City Code Chapter 2: Section 3

Ordinance 2017-101 Amending of Richmond City Code Chapter 2: Section 184

Ordinance 2017-102 Amending of Richmond City Code Chapter 4: Section 22 and 23

Ordinance 2017-103 Amending of Richmond City Code Chapter 6: Sections 5, 9 and 17

Ordinance 2017-104 Amending of Richmond City Code Chapter 8: Section 23 and 24

Ordinance 2017-105 Amending of Richmond City Code Chapter 10: Section 82

Ordinance 2017-106 Amending of Richmond City Code Chapter 12: Section 16

Ordinance 2017-107 Amending of Richmond City Code Chapter 14: Section 6

Ordinance 2017-108 Amending of Richmond City Code Chapter 22: Sections 4 and 8

 

Discussion:

                Asked if there will be warnings issued first, before tickets are issued.  Chief Blum stated that yes in some cases warnings are                 given.

Mayor Hemmesch asked for any further comments. Hearing none.

 

Motion by Councilor Mathiasen, seconded by Councilor Kirchner to close public hearing.

 

Motion made by Councilor Kirchner, seconded by Councilor Mathiasen to Approve Resolution 118-17 adopting Ordinance 2017-100 Amending of Richmond City Code Chapter 2: add Section 3- Administrative Offenses

Ordinance 2017-101 Amending of Richmond City Code Chapter 2: add Section 184 – Administrative Fees

Ordinance 2017-102 Amending of Richmond City Code Chapter 4: Section 22 and 23 – Fines, Hours

Ordinance 2017-103 Amending of Richmond City Code Chapter 6: delete sec. 6-5(e), amend Sec. 9 and add Section 17 - animals

Ordinance 2017-104 Amending of Richmond City Code Chapter 8: add Section 23 and 24-fire

Ordinance 2017-105 Amending of Richmond City Code Chapter 10: add Section 82 - licensing fines

Ordinance 2017-106 Amending of Richmond City Code Chapter 12: add Section 16 - nuisance

Ordinance 2017-107 Amending of Richmond City Code Chapter 14: add Section 6 - Offenses

Ordinance 2017-108 Amending of Richmond City Code Chapter 22: amend Sections 4 and 8- traffic and vehicles

Motion passed

WORKSHOP AGENDA

 

Item #4: Development

a)       Concept plan:  Administrator Tomaschett explained the concept plan for area on north side of city  (owned by Backes)

Council discussed different options.   

b)       Bonding a street improvement – Tomaschett asked if the City would consider bonding a street and the developer would make annual payments.  Council discussed.

 

Item #5: 2nd Street NE

Administrator Tomaschett reviewed the quotes for a joint project with Munson Township to repair 2nd Street NE.

 

Motion by Mayor Hemmesch to spend $13,500 quoted by Knife River for City side of 2nd St NE, seconded by Councilor Kirchner.  Motion carried.

 

Motion made by Councilor Mathiasen to spend $5,000 - $6,000 to tar Ivy Ave from 1st – 3rd, seconded by Councilor Kirchner.  Motion carried.

Item #6: Other Matters of Concern and Related Matters

 

a.       Councilor Katy Kirchner announced that she has submitted her resignation as Council member effective May 15, 2017. 

Council discussed options: applications or appointments. 

b.       Richmond Fire Relief Association Chicken dinner – May 21 at the  Arena

c.        Next meeting May 3, 2017 at 6:30 pm

 

Item #10: Adjournment

                Mayor Hemmesch asked for any additional items. 

                Hearing none Mayor Hemmesch declared the meeting adjourned at 7:23 p.m.
