Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Hemmesch asked if there were any additions or changes to the Agenda.

approve the Agenda with additions, seconded by Councilor Ricke. Motion passed unanimously.

Item #4: Development
a) Concept plan: Administrator
Tomaschett explained the concept plan for area on north side of city (owned by Backes)
Council discussed
different options.
b) Bonding a street improvement – Tomaschett asked if the
City would consider bonding a street and the developer would make annual
payments. Council discussed.
Item #5: 2nd Street NE
Administrator
Tomaschett reviewed the quotes for a joint project with Munson Township to
repair 2nd Street NE.
Motion
by Mayor Hemmesch to spend $13,500 quoted by Knife River for City side of 2nd
St NE, seconded by Councilor Kirchner.
Motion carried.
Motion
made by Councilor Mathiasen to spend $5,000 - $6,000 to tar Ivy Ave from 1st
– 3rd, seconded by Councilor Kirchner. Motion carried.

Item #6: Other Matters of Concern and
Related Matters
a. Councilor Katy Kirchner announced that she has
submitted her resignation as Council member effective May 15, 2017.
Council discussed
options: applications or appointments.
b. Richmond Fire Relief Association Chicken dinner – May
21 at the Arena
