City Council Workshop and Meeting

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch; Larry Hokanson; Tim Paczkowski

Council Members absent: Mike Mathiasen; Michael Ricke

 

Also present were: Tesa Tomaschett, City Administrator Clerk; Kevin Mooney, Parks Director; David Blommel, City Engineer; Gordon Dingmann, Public Works;

 

Item #2: Open Forum – none

 

Item #3: Approval of Agenda

Add #5: Pavilion/Park floors quote

Add #8: Codifying Ordinances

Mayor Hemmesch asked if there were any additions or changes to the Agenda.   

 

Motion made by Councilor Paczkowski to approve the Agenda, with additions & deletions, seconded by Councilor Hokanson.  Motion passed unanimously.

 

Item #4: Resolution 129-18: Amending Resolution 106-18 Fee Schedule

 

Tomaschett explained that this is a clerical change to the printed fee schedule; she just wants to add the approved fees for the administrative fines.

 

Motion made by Councilor Paczkowski to approve Resolution 129-18: Amending Resolution 106-18 Fee Schedule, seconded by Councilor Hokanson.  Motion passed unanimously.

Item #5: Pavilion/Park Floors

 

Kevin Mooney, Parks Director presented 2 quotes for redoing the floors at the 2 Pavilions.

Garage Tech Extreme $4387.50

Garage Floor Coating of MN $ 8001.00

Mooney reported that the bill will be paid from the 2018 budget and the rest out of the parks CIP budget.

 

Motion made by Councilor Paczkowski to approve Garage Tech Extreme of $4400.00, seconded by Councilor Hokanson. Motion Carried. 

 

Item #6: 2018 Summer Projects – Mayor Hemmesch stated he added this to the agenda because he wants the Council to consider change their decision and hire 3 firefighters.   Hemmesch stated that there is a firefighter who is resigning in April.

a.       Centennial Park                                   $105,000.00

b.       Arena/Pavilion Striping                      $    7,600.00

c.        Barry Loop Extension                        $  38,800.00 (31,000 will be Reimbursed by developer)

d.       Nature/Canoe Park                             $  27,800.00

e.        Ivy Avenue                                           $299,600.00

 

Blommel explained the timeline: if the project will be assessed there must be a 21 day publication and 10 days before a hearing.   If the project is without assessment then there is a 10 day publication notice. 

 

Council discussed the different projects and decided to put the Ivy Avenue project on the 2019 Street project.  Tomaschett stated that the different departments will pay for part of the projects out of the CIPs and the remaining will come from the street fund.

Advertising will be started next week.  The bid opening will be at the May Council meeting.

 

Motion made by Councilor Hokanson to approve 2018 summer projects a, b, c and d, seconded by Councilor Hemmesch. Motion Carried.    

 

Item #7: 2019 Street Project

               

a.       May meeting – resolution ordering 2019 project feasibility study

b.       May workshop – discuss the project

c.        June workshop – approve the project

d.       August workshop – proposed assessment hearing - 20% of the project costs.  Tomaschett will schedule a special meeting for the assessment hearing. 

Council would like a priority list of the streets given to them for them to review.

 

                Water tower – Council discussed the water tower on Hall Avenue.  It is need of cleaning and repainting.  Will need to look at                 funding for recoating or removing.

 

Item 8: Codifying Ordinances

                Tomaschett explained that it is time to have ordinances codified, last time was 2014.  The estimated cost is $2330.00 and is                 budgeted.

 

Motion made by Councilor Hokanson to codifying the ordinances, seconded by Councilor Paczkowski. Motion Carried. 

 

Item #9: Updated EMS Plan - Removed

                July 12th – Thursday, Council Meeting

 

Item #11: Building Incentive

                Hemmesch asked if we should keep going with the $2500.00 incentive and/or deferment.   It was decided to keep going with                 them.

Item #12: Other Matters of Concern and Related Matters

a.       Richmond Fire Relief Assn Fire55 Bike Ride May 19, registration at 7:30 a.m.

b.       Next Council meeting May 2, 2018 at 6:30 p.m.

c.        Tomaschett stated that her review would be on the May 17th Agenda.

 

Item #13: Adjournment

Mayor Hemmesch asked for any additional items. 

Hearing none Mayor Hemmesch declared the meeting adjourned at 7:47 p.m.
