Item #1: Call to Order/Pledge

Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

Item #2: Open Forum
Cliff Johnson reported that the
Historical Society and Friends of the Cold Spring Library will be hosting
William Kent Krueger
(author) Thursday April 19 6:30-8:00.
Item #3: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Add item #6d. Resolution
128-18: Approval of Temporary 1-4 Day Liquor license for the Richmond Fire
Relief on May 19, 2018 at Centennial Park
Motion made by Councilor Paczkowski to
approve the Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.
Item # 4: Approval of the Meeting
Minutes of March 7 and March 15 2018

Hemmesch asked for any corrections or additions to the March 7 and March 15,
2018.

Motion made by Councilor Mathiasen to
approve the Meeting Minutes of March 7 and March 15, 2018 seconded by Councilor
Paczkowski. Motion passed.
Item # 5: Approval of Bills Paid
Mayor
Hemmesch asked if there were any questions or comments. Mayor Hemmesch asked for a motion of
approval of Bills Paid.
Motion made by Councilor Ricke to
Approve the Bills, seconded by Councilor Paczkowski. Motion passed.
Item #6: Consent Agenda
a. Resolution 123-18 Approval of March 2018 Journal Entries

Motion made by Councilor Mathiasen to
Approve the Consent Agenda, seconded by Councilor Paczkowski. Motion passed unanimously.
Item #7: Aho-Kunze Farm
Resolution 126-18: Amending Resolution 106-17 granting
approval of a boundary line adjustment
Tomaschett explained this is a
clerical change.
Motion
made by Councilor Paczkowski to approve Resolution 126-18: Amending Resolution
106-17 granting approval of a boundary line adjustment, seconded by Councilor
Mathiasen. Roll Call: Yes – Mathiasen,
Paczkowski, Ricke, Hemmesch abstained. Motion
carried.
Item #8: Planning Commission-
a. Resolution 127-18: denial of variance request for 545
main st w
Paczkowski reported:
January 24, 2018:
Application Received for a Variance for side (4 FEET) and rear (4 FEET) yard
setback for placement of shed in backyard
January 31, 2018: Mailed Notice to Property Owners within 350
feet of property
February 6, 2018:
Published Public Hearing Notice in Cold Spring Record
February 22 Held a Public
Hearing, heard comments from applicant only.
No decision made.
March 22 re-discussed the
variance request and at this time it is the Planning Commission recommendation
that the Council deny the request based on lack of practical difficulty or
undue hardship.
Motion made by Councilor Mathiasen to
approve Resolution 127-18: denying the variance request for 545 Main St w
placement of shed seconded by Councilor Ricke.
Motion passed unanimously.
Item #9: Carpet quotes
Administrator Tomaschett
reviewed the 2 quotes and timeline for replacing the carpet in the council
chamber and the inner office. 1. Hennen $2611.00, can
install week of April 9th; 2. Cold Spring Carpet
$2750.00 installation unknown.
Motion made by Councilor Paczkowski to
approve Hennen quote, seconded by Councilor Mathiasen. Motion passed unanimously.
Item #9: Department Reports
a.
Police
Department: Chief Jason Blum gave the February report.
Introduction of Cash –
the newest member of the K9 unit.
Handler will be Jason Spoden.
Blum reminded residents
to clean up the nuisance yards.
Police Chaplin – a
retired Chapin has moved into the Cold Spring area and is volunteering his
services to the police department.
Scams – showing up as
local business. Do not give out
information when they call you.
Item #10: Council Reports
a. Planning Commission – next meeting April 26, 2018.
b. EDA – Ricke reported that the members have been cold
calling potential new businesses. He
also reported that they will be working with Civic and Commerce on updating the
brochure. Next Meeting April 24.
c.
Rocori Trail – meeting
April 5 at 9:00 am.
Item #11: Other Matters of Concern
and Related Matters
a. Fire55 Bike ride May 19 start at Centennial Park
b. April 18 5:00 – Tax assessor residents of Richmond and
Munson township.
c.
Mathiasen
reported that the Music in the Park schedule of bands.
d. Clean up your yards! Compost will be open as soon as
it dries out.
e.
Dog license are
due May 1.
f.
