City Council Meeting
Item #1: Call to Order/Pledge
of Allegiance
Mayor
Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.
Council
Members noted as being present: Jim Hemmesch, Tim Paczkowski, Katy Kirchner,
Michael Ricke, Mike Mathiasen
Also
present were: Tesa Tomaschett, City Administrator-Clerk; Gordon Dingmann,
Public Works Director; Kevin Mooney, Arena Director; Steve Kascht, Fire Chief;
Fire Fighters Steven Wheat, Andrew Gapinski, Erik Koenig; Jim Bruner; Heidi Stalboerger,
Wakefield Township Clerk; Tammy Paczkowski; Brad Busse, Channel 10;
Item #2: Approval of Agenda
Mayor
Hemmesch asked if there were any additions or changes to the Agenda.
Motion made by Councilor Kirchner to
approve the Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.
Item # 3: Approval of the Meeting
Minutes of February 1 and February 16, 2017
Mayor
Hemmesch asked for any corrections or additions to the February 1 and February
16, 2017 Minutes.
Mayor
Hemmesch asked for a motion of approval.
Motion made by Councilor Mathiasen to
approve the Meeting Minutes of February 1 and February 16, 2017, seconded by
Councilor Kirchner. Motion passed.
Item # 4: Approval of Bills Paid
Mayor
Hemmesch asked if there were any questions or comments. Hearing none.
Mayor
Hemmesch asked for a motion of approval of Bills Paid.
Motion made by Councilor Paczkowski to
Approve the Bills, seconded by Councilor Ricke.
Motion passed.
Item #5: Consent Agenda
a. Resolution 113-17 Approval of February 2017 Journal
Entries
b. Acknowledge PeopleService January 2017 Written Report
c.
Acknowledge receiving
the 2016 Wastewater Treatment Facility Operational Award
Motion made by Councilor Paczkowski to
Approve the Consent Agenda, seconded by Councilor Mathiasen. Motion passed unanimously.
Item #6: Water Repair – Royals Park
Council reviewed 3 quotes to
finish the water line repairs at Royals Park.
Gertken Bros;
Ozzy’s Excavating; Schmitz Excavating
Motion made by Councilor Kirchner to
Accept Schmitz Excavating’s quote for $5,650.00 to repair water line at Royals
Park, seconded by Councilor Ricke.
Motion passed unanimously.
Item #7: Discussion on work session
Tomaschett reviewed the
joint work session highlighting the following:
a. Development-Residential/Commercial -
b. Tax Abatement/TIF
c.
Tax base
growth-annexation: Hemmesch stated that he would like a dialogue with Wakefield
Township.
d. Attractions to Richmond-Splash Pad
Tomaschett expressed that
all three committees communicated with her that they appreciated the joint
meeting.
Council discussed that
they would like to see each group set goals, work in the same direction, set a
time line, and prioritize action plans.
Item #8: Department Reports
a. Public Works/Streets – Gordon Dingmann, Public Works
Director
Dingmann reported that he
is working on his 2017 street repair plan and that he is working with
Administrator and engineer on developing a report for the 2019 project to bring
to Council.
b. Fire – Steve Kascht, Fire Chief
Kascht gave monthly
report. Chief Kascht introduced the 3
new members; Steven Wheat, Erik Koenig, Andrew Gapinski. ,
Item #7: Council Reports
a. EDA – Michael Ricke reported they approved a Community
Enhancement fund grant to Brinky’s Liquor for help with their sign. Next meeting March 28, 2017
.
b. Rocori Trail – Paczkowski reported they met February 2nd. They awarded the construction to Knife
River. Kevin, Pete and Scott gave a
presentation to the TAP board. This
group was ranked #1 in this region; there are 3 regions that are competing for
the funds. Next meeting is Thursday March
2 at Rockville City Hall.
Item #9: Other Matters of Concern and
Related Matters
a. Dog Licenses are due May 1st. Bring updated shot records.
b. Next meeting March 16, 2017 6:30 pm Agenda – workshop topics
