January 3, 2018

City Council Meeting

 

Item #1: Call to Order/Pledge of Allegiance

Mayor Hemmesch called the meeting to order at 6:30 p.m. at Richmond City Hall.

 

Council Members noted as being present: Jim Hemmesch; Larry Hokanson; Mike Mathiasen; Tim Paczkowski, Michael Ricke

 

Also present were: Tesa Tomaschett, City Administrator-Clerk; Kevin Mooney, Arena Parks Director; Steve Kascht, Fire Chief; Randy Schackmann, EMS Director; Gordie Dingmann; Heidi Stalboerger, Wakefield Township Clerk; Tammy Paczkowski

 

Item #2: Open Forum

 

Item #3: Approval of Agenda

Mayor Hemmesch asked if there were any additions or changes to the Agenda.   

 

Motion made by Councilor Paczkowski to approve the Agenda, seconded by Councilor Ricke.  Motion passed unanimously.

 

Item # 4: Approval of the Meeting Minutes of December 6, 2017

Mayor Hemmesch asked for any corrections or additions to the December 6, 2017Minutes.

Mayor Hemmesch asked for a motion of approval.

 

Motion made by Councilor Hokanson to approve the Meeting Minutes of December 6, 2017seconded by Councilor Ricke.   Motion passed.

 

Item # 5: Approval of Bills Paid

 

Mayor Hemmesch asked if there were any questions or comments.   Mayor Hemmesch asked for a motion of approval of Bills Paid.

                               

Motion made by Councilor Mathiasen to Approve the Bills, seconded by Councilor Paczkowski.  Motion passed.

 

Item #6: Consent Agenda

a.       Resolution 100-18 Approval of  December 2017 Journal Entries

b.       Resolution 101-18 Acceptance of  December 2017 Donations

c.        Resolution 102-18 Approval of 2018 Annual Resolution

d.       Resolution 103-18 Appointment of City Commissioner  

e.        Resolution 104-18 Acknowledging and Accepting Legal Representation and 2018 Rates

f.        Resolution 105-18 2018 Corporate with State Bank of Richmond

g.        Resolution 106-18 Accepting 2018 Fee Schedule

h.       Acknowledge PeopleService December  2017  Written Report

 

Motion made by Councilor Paczkowski to Approve the Consent Agenda, seconded by Councilor Hokanson.  Motion passed unanimously.

 

Item #7: Department Reports

 

a.       Police Department – Chief Jason Blum reviewed the Oct. and Nov. police reports.  Chief Blum reported that they worked with the school children participated in naming the new canine.  That will be made public in the next few weeks.

b.       Emergency Management – Randy Schackmann

c.        Fire Department – Chief Steve Kascht gave the yearend report.  Kascht reported that he will be working on replacing Pumper One, estimated cost would be about $300,000.00 or so. 

Motion made by Councilor Hokanson, to approve Chief Kascht moving forward with FEMA grant applications, seconded by Councilor Hokanson

Chief Kascht stated that he received five applications for the 2 open positions; he will be interviewing them soon.    He stated that he will be setting the scba’s and will provide the Administrator with a list of excess property for her to bring to the Council for their approval.

d.       Public Works/Streets – Gordon Dingmann reported that the plow is in the shop, replacing seat.  He stated that Xcel has addressed the problem with the power outage.   Dingmann stated that they will start meeting monthly regarding the 2019 street project.  

e.        RLCA/Park – Kevin Mooney reported that the kids made the switch and the boys moved to Paynesville and the girls are in Richmond.   He reported that January is very busy, St. Johns begins, many games and tournaments.  Mooney reported that the new hires are doing well.  He stated that the outdoor rink is open and ready.

f.        Rocori Trail – Kevin Mooney reported that they are meeting tomorrow and the focus is on fund raising.

 

 

Item #8: Council Reports

 

a.       EDA – Resolution 107-18 EDA Tax Incentive and Application

Motion made by Councilor Mathiasen to approve Resolution 107-18 EDA Tax incentive and Application, seconded by Councilor Paczkowski 

 

Item #9: Other Matters of Concern and Related Matters

a.       Next Council meeting January 18, 2018 at 6:30 pm

 

Item #11: Adjournment

Mayor Hemmesch asked for any additional items. 

Hearing none Mayor Hemmesch declared the meeting adjourned at 7:13 p.m.
