Building Department

The primary purpose of the building department is to protect public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures.  In 2004 the City of Richmond adopted the Minnesota state building codes; which is a set of rules that specify the standards for construction. 

Overview:

  • General Contractors (or homeowners doing their own work) must obtain permits before beginning work.
  • Building permits are required for many projects, including but not limited to, new construction, additions, alterations, decks, basements, roofing, siding, window replacement, and sheds.
  • Many projects require a detailed plan review, so allow up to 10 days for your permit to be processed. 
  • Fees are paid at the time permits are issued.
