Administration

The City of Richmond has a Council-Administrator style government.  The Mayor and the Council set policies, procedures and the annual budget.  The City Administrator is appointed by the City Council to carry out the Administrative and Finance duties.

Administrator Duties:

  • Oversees the day to day functions of the city
  • Enforces Statutes, Ordinances and Resolutions
  • Supervises the department heads
  • Prepares and updates the employee policies and procedures
  • Acts as liaison between City Council and City Staff.
  • Carries out the directives of the Council
  • Provides staff support for all city boards and commissions
  • Provides information to residents about activities
  • Attends and participates in all council meetings
  • Works with  Community Development and business retention

 

Finance Duties:

  • Provides administrative management for the city's accounting and finance system
  • Budgeting and financial planning
  • Accounting and financial reporting
  • Accounts payable and receivable
  • Performs payroll functions
